Quality Enhancement Cell

The establishment of Quality Enhancement Cell is one of the many initiatives taken by the Higher Education Commission (HEC) of Pakistan to improve the quality of higher education in Pakistan. The QEC department has been established in the Private and Public Sector Universities and Higher Education Institutions (HEIs) of Pakistan and they are working under the guidance of HEC.


QEC attempts to survey all aspects of university functioning, bringing them at par with international standards. QEC ensures that KIET fulfills its mission and objectives. The Quality Enhancement Cell (QEC) has been established at KIET in 2010.


  1. President KIET has appreciated the efforts of the QEC KIET team for their devoted hard work. He emphasized that consistent efforts are needed to make progress and endeavors should be made to acquire category ‘W’ in next evaluation by HEC. He also stressed that QEC KIET should ensure that accordingly it is reflected in the quality of education imparted to the students.
  2. KIET in year 2017-18 has scored 80.1% and aspires that in year 2018-19 shall be scoring about 90%. HEC has currently stopped assigning categories to QECs of HEIs/DAIs.


QEC aims to institutionalize a quality culture in higher education and a commitment to continuous quality improvement. Regular assessment and review of the Karachi Institute of Economics and Technology (KIET) in order to assure the quality of the teaching, staff and training provisions provided to the students/Faculty/staff.



QEC is committed to ensure that all the programs/ processes and staff (Academics & Non-academics both) of KIET strive for excellence.

  1. To improve and maintain academic standards
  2. To monitor and then enhance students’ learning
  3. To verify that the existing programs meet their objectives and institutional goals
  4. To provide feedback for quality assurance of academic programs and support services
  5. To ensure that each program and semester execution is better than the previous one
  6. To ensure computerized monitoring and compliance of quality criteria

The Quality Enhancement Cell (QEC) is to be headed by the Director QEC and will be reporting directly to the President. Following are the area fall under the functioning of QEC:-

  1. To promote public confidence that the quality and standards of the award of degrees are enhanced and safeguarded.
  2. Review of quality standards and the quality of teaching and learning in each subject area.
  3. Review of academic affiliations with other institutions in terms of effective management of standards and quality of programs.
  4. Define clear and explicit standards as points of reference to the reviews to be carried out. It should also help the employees to know as to what they could expect from candidates.
  5. Apply Pakistan Qualification Framework for curriculum development. The Faculty is also appointed according to the revised HEC Eligibility Criteria.
  6. To develop program specifications. These are standard set of information clarifying what knowledge, understanding, skills and other attributes a student will have developed on successfully completing a specific program.
  7. To develop quality assurance processes and methods of evaluation to affirm that the quality of provision and the standard of awards are being maintained and to foster curriculum, subject and staff development, together with research and other scholarly activities.
  8. To ensure that the university’s quality assurance procedures are designed to fit in with the arrangements in place nationally for maintaining and improving the quality of Higher Education.
  9. To develop procedures for the following:

  • Annual monitoring and evaluation including program monitoring, faculty monitoring and student perceptions

QEC Methodology

  1. To attend HEC Review briefing/ meeting as and when required.

Organizational Set-up

Quality Enhancement Cell (QEC) at KIET is headed by Director QEC, directly responsible to Vice Chancellor/ President PAF-KIET.

QEC PAF-KIET is responsible to monitor and enhance the teaching & learning quality of various programs conducted/ run by the Institute as per the HEC instructions.

QEC set-up has been established at City and North Nazimabad Campuses to implement HEC QEC criteria and policies in its true letter and spirit. Feedback and monitoring will help to achieve the highest standard of quality in academics and services rendered to students/ faculty/ staff.

Director QEC also acts as focal person to implement Plagiarism policy of HEC

HEC Award of ‘Excellent Performance’ for QEC KIET

  1. Annual Progress Review Meeting of HEC QAA for the year 2018-2019 was held on 11-12 March, 2021 at Center for Innovative Medical Education (CIME), Aga Khan University, Karachi. HEC QAA has evaluated the Academic Quality of Karachi Institute of Economics & Technology for the year 2018-2019 through collection of data furnished by QEC Team of KIET and placed the KIET in ‘Excellent Performance’ category. Due to COVID-19 the Progress Review Meeting of HEC QAA couldn’t be held on scheduled date and normalcy was awaited to adhere to HEC own disseminated COVID-19 SOPs to all HEIs/ DAIs. In this regard HEC Director on behalf of Managing Director HEC QAA Dr. Nadia Tahir, as a token of recognition, awarded Shield to Director QEC Syed Farman Raza in the presence of about nineteen Public and Private participating Universities from Southern Region, attending the Award Giving Ceremony.


  1. Congratulation to KIET Higher Management and College Directors who supported QEC KIET to achieve the ‘Excellent Performance’ award from HEC. Director QEC along with its team members thanks to all.

Self- Institutional Performance Evaluation  (IPE)

Self IPE of Karachi Institute of Economics & Technology  was conducted on 14 June, 2019. Director QEC and Deputy Director QEC Indus University, Karachi were external evaluators.  While visiting various departments of Institute external evaluator  Director QEC Ms Sheeba  Haider appreciated the maintenance of greenery and specially the lawns/sports Fields grass. She also commended the Research Labs, Sports Activities and Infrastructure & Facilities of the Institute. She advised to set/ maintain the record of University Portfolio Report (UPR) in accordance to HEC spelled out criteria. Action has been taken to make amendments and set things as directed in IPE Evaluation Report.


QEC Seminar at Ziauddin University

A seminar was organized at Ziauddin University, Clifton , Karachi on the ” Use of Feedback Received Through Various Surveys” on 28 June, 2019. The seminar was very well organized/ conducted and all participants actively shared their views on the topic and contributed their suggestions for improvement. It was unanimously agreed upon that feedback is very much essential to improve the failings and incorporate changes for quality enhancement. VC Ziauddin University made the concluding address and emphasized the  sharing of knowledge to make improvement.



 Term Review- Semester Fall-2017 College of Management Sciences

  1. Director QEC organized the Term-Review presentation of College of Management Sciences of semester FALL-2017 that was made by College Director Mr. Adnan Anwar. He explained the figures depicting academic performance of courses/ programs conducted in semester Fall-2017 by College of Management Sciences and faculty evaluation results. He also highlighted the administrative measures taken to facilitate students.
  1. College Director Mr. Adnan Anwar briefed about the implementation of  HEC spelled out criteria to monitor the academic quality of the courses/ programs and explained that how outcome of HEC prescribed proformas is used as indicator to ascertain the academic  quality of courses conducted and students responded.
  1. President KIET appreciated the efforts of College Director Mr. Adnan Anwar in well managing the academic programs of all 03 campuses and maintaining quality as directed by HEC vide their various prescribed proformas.
  1. Presentation was attended by President KIET, Dean Academics, Director QEC and all other concerned academic Management staff.


HEC Meeting 04-05 May, 2017

  1. HEC organized meeting of all QEC heads on 4-5 May, 2017 at Islamabad. All Director QECs of Universities falling in Group VII & VIII attended the meeting. The focus of the meeting was to enhance the scope of QECs and to bridge the gap between Internal & External Quality Assurance System.
  2. The presentation was made by Director QECs of each University on prescribed format, provided by HEC.
  3. The closing session was addressed by Director General QAA’
  4. Meeting was very informative and future course of action was decided for the Universities to enhance quality of their Academic Programs and implementation in true letter and spirit.

Awareness on ISO 9000-2015 and processes Improvement for Quality Assurance

Quality Enhancement Cell of IBA Karachi organized a seminar titled  ‘Awareness on ISO 9000-2015 and processes Improvement for Quality Assurance’ on 21st February, 2017 at its Main Campus. Director QEC KIET Squadron Leader Syed Farman Raza (R) attended the seminar.

Anti-Corruption Day

  • HEC, in pursuant to NAB Anti Corruption awareness drive had directed all HEIs/ DAIs to hold talks/ seminars and display posters on 9th December, 2016, the Anti-Corruption Day that UNO commemorates worldwide every year.
  • Director QEC, being the Focal person to HEC organized a talk by renowned figure and lawyer Barrister Shida Jamil.  She was received by Director QEC and then was introduced to Chancellor, President KIET and other key staff of KIET. She delivered an insightful talk on the topic “How Corruption Leads to Violation of Basic Human Rights, the Rule of Law & Ultimately Demoralization of the Society”. Faculty members, management staff and students attended the talk.
  • Poster on the subject of Anti Corruption was also displayed in all three campuses.

HEC Meeting 21-22 September, 2016

  • HEC organized meeting on following areas of QEC on 21-22 September, 2016 at Islamabad. All Director QECs of Universities falling in Group VII & VIII attended the meeting.

On-line Readiness Assessment by HEDR – July, 2020

  1. Director QEC made all out efforts to stand top of the list in acquiring the status amongst the contemporary HEIs/ DAIs in on-line teaching quality and accordingly furnished data/ information to HEC nominated Alfoze consultant to rank the universities.
  2. Karachi Institute of Economics & Technology successfully provided the required information, as spelled out by HEC and was placed as No.1 in position. The HEC website LINK is given below.

On-line Teaching Quality- Monitoring by QEC- May, 2020   

  1. Director QEC along with its team has developed the FORM that helps Colleges’ Academic Staff to enter the requisite data needed to evaluate the quality of teaching by faculty members and ensure that lecture recordings, Quizzes, Assignments and Mid-term/ End-Term examination papers are uploaded on LMS.
  2. QEC efforts have led to achieve another milestone to enhance/ maintain Quality of On-line Teaching.

Co-ordination with HEC NAHE for conducting on–line classes –April, 2020

  1. Director QEC coordinated with HEC National Academic Higher Education (NAHE) for the Tutorial Material/ Training assistance for the KIET faculty to get proficiency in on-line conduct of classes and conform to HEC spelled out guidelines.
  2. HEC NAHE was very helpful and made the requisite material available as given vide the links given below.




IBA Karachi – QEC consultative session on “Increasing Collaboration Among QECs”


Quality Enhancement Cell (QEC) of IBA Karachi organized consultative session on “Increasing collaboration among QECs” on Friday, October 18, 2019 at 8:30 a.m. at Aman CED Building, IBA Karachi Main Campus. Dr. Amber Gul Rashid, Director QEC IBA Karachi was the resource person for this session.

All participating QECs had shared some ideas in advance which were presented anonymously during the session. Director QEC KIET Syed Farman Raza attended the session and made contribution by participating in discussion. Dr. Farrukh Iqbal, Executive Director, IBA Karachi, spoke about the need for enhancing the quality of higher education at universities. This was followed by an impromptu Q/A session on accreditation.

Quality Enhancement Cell (QEC) of Institute of Business Management (IoBM) organized a session on “How to make Institutional Performance (IPE) more effective”

  Quality Enhancement Cell (QEC) of Institute of Business Management (IoBM) organized a session on “How to make Institutional Performance (IPE) more effective” on Thursday, June 28, 2018 at 9:30 a.m. at IoBM, Korangi Creek, Karachi.  Ms. Ambreen Asif Qureshi, Director QEC from Dadabhoy Institute of Higher Education, Karachi was the resource person for this session. Mr. Moin Ali Khan, Head QEC, IoBM also delivered a talk on “Redefining Curriculum in light of Industrial Revolution 4.0”. Director QEC KIET Syed Farman Raza attended the conference and made contribution by participating in in-house discussion. The conference aim was to make concerned persons aware that how to prepare University Portfolio Repot (UPR) and make the affective utilization of IPE to the Institute.


A seminar on “Introduction to ‘Intellectual Property Rights, Patents, Copyrights and Trademark”

  1. A seminar on ‘Intellectual Property Rights, Patents and Trademark’ was organized by Director QEC on 9th February, 2018 from the platform of Professional Development Center to create general awareness amongst the faculty members and others researchers of KIET that how to register their intellectual/ innovative work(s).
  2. Deputy Director Mr. Nasruulah from Intellectual Property Office (IPO), Pakistan delivered a talk, covering in detail the Intellectual Property Rights, Copyrights, Patents and Trade Marks, highlighting their importance and what all actions are to be taken by an individual to protect his/her innovative work. He also explained that what all is not covered as patent and the measures IPO, Pakistan is taking to secure the individual’s rights. Ms Zobia Hassan from IPO, Pakistan explained in detail the procedure of filing the patents.
  3. It was a very knowledgeable talk and all attendees highly appreciated the efforts and commented that it covers in detail a very useful aspect of ORIC.
  4. After the end of lecture session President KIET presented the KIET Memento and Souvenirs to respectable officials of IPO, Pakistan.


Seminar on How Six Sigma adds value to Higher Education

1.   Quality Enhancement Cell of IoBM Karachi organized a seminar titled ‘How Six Sigma adds value to Higher Education’ on 21st November, 2017. Director QEC KIET Squadron Leader Syed Farman Raza (R) attended the seminar and shared discussion on the subject. 2.      Mr. Farrukh Idrees was the speaker from FAST NU, Islamabad and his talk on the Six Sigma in Higher Education was very informative. Seminar on Institutional Performance Evaluation (IPE)


1.      An awareness seminar was held on “Institutional Performance Evaluation (IPE)”, conducted by Director QEC KIET on 26th April, 2017. President PAF- KIET, Dean Academics KIET, Registrar, Director College of H&S, Management Science and Engineering, Controller of Examination, faculty and academic staff attended the seminar. 2.      Organizational set-up of HEC QAA, controlling the mechanism of Internal Quality Assurance & External Quality Assurance was briefed in detail. Eleven Standards of Institutional Performance Evaluation (IPE) were discussed and how the process functions were also briefed to the house.  Standard-7 (Institutional Resources) was taken as sample to discuss the modalities that how Institute prepares the University Portfolio Report and how the evaluation process with HEC Review Panel is carried out. 3.      HEC Panel Visit Report provides the institution with ‘performance indicators’ to evaluate the Institute critically which will help to take the necessary steps towards continuous quality improvement was briefed in details to the house. 4.      Awareness Seminar concluded with a Q&A session that helped to clarify the ambiguities of individuals about the process of Institutional Performance Evaluation.

QEC Conference at HEC: 10-11th February, 2016

  • 3rd Progress Review Meeting & Workshop of Quality Enhancement Cells, fall under group VI & VII was held on 10th – 11th February 2016. The meeting was chaired by Dr. Mohammed Rafiq Baloch, Director General QAA HEC.
  • Director QEC KIET made a 15 minutes presentation, highlighting the main features of Self-Assessment Report (SAR) and updating the house on action undertaken by KIET to complete the process of SARs of its Academic programs. Director QECs of other universities also made presentation and the general discussion was very useful to eradicate anomalies and create working harmony among the universities in completion of SARs.
